Project General Description

The present project responds to the urgent need of the Ministry of International Cooperation (MOIC) to launch an institutional program of capacity building to improve the performance of its departments vis-à-vis its many development partners, in terms of coordination / management of the help and mobilization of resources. It aims to transform the MOIC and equip it with the necessary capabilities to manage the financing needs for megaprojects already launched or planned to be implemented. This project will help Egypt to meet the commitments of the Paris Declaration on Aid Effectiveness, the Accra Agenda for Action (2008) and the Busan Partnership for Effective Development Cooperation (2011). The project has three interrelated operational components: (i) organizational and institutional strengthening, (ii) improvement of the technical infrastructure of the MOIC, (iii) staff training and skills development that would contribute to improving the effectiveness of the project. ministry in the accomplishment of its missions. Its implementation will help the MOIC to fulfill its mandate effectively by strengthening its management capacity and developing the skills of its staff. The total cost of the project, excluding taxes and duties, is estimated at USD5,637,000.

Project Objectives

The overall objective of the project is to strengthen the efficiency and effectiveness of the MOIC in aid coordination/management of Official Development Assistance (ODA) and resource mobilization so as to contribute to the socio-economic welfare of the country and the Government of Egypt. The specific objectives of the project are: i) strengthening the aid coordination and resource mobilization functions of MOIC; ii) enhancing the technical infrastructure of MOIC; and, iii) staff training and capacity development.


The main beneficiaries of the project are the personnel of the Ministry of International Cooperation and its development partners.
