The present study should permit to provide objective data and propose an analysis on the institutional aspects of public financing in the higher education sector in Angola, and on the involvement of the private sector in higher education. The support provided through this assistance includes: (1) the analysis of the costs and financing of education in the sub-sectors of higher education, by level of diploma and education stream; 2) the development of a simulation model and financial framework for higher education, based on different scenarios of public funding and the contribution of families; 3) evaluating the contribution of the private sector to expanding the supply of training in higher education and scientific research, in order to estimate its added value; 4) the identification of barriers to private initiatives in the provision of higher education and scientific research; 5) the identification of margins for improvement of the organizational and regulatory framework governing private initiatives in higher education and scientific research, in order to ensure compliance with the responsibilities of private sector players. The duration of the study is three (03) calendar months.
The Government of the Republic of Angola is the main beneficiary of the study.
