This project is a technical assistance for in-depth studies of the capacity of the Naré dam and the vulnerability of groundwater resources to climate change. The project aims to: (i) produce scientific and technical knowledge on the characteristics of a groundwater dam, the potential for scaling up or sharing project results; (ii) prepare investments in a framework for adapting to climate change resilience and mitigating environmental impacts; and (iii) make small-scale investments (water supply, irrigated area) that will create jobs, income and improve local populations' access to drinking water. Its implementation will allow the efficient and sustainable exploitation of groundwater for multiple uses in the relevant Sahel region of the country and will contribute significantly to the reduction of soil degradation and vegetation cover. It is carried out by the General Directorate of Water Resources (DGRE) for a provisional period of 25 months.
The main objective is to contribute, in the long term, to poverty reduction and the fight against desertification by increasing the resilience of mobilized water resources and their uses in the context of climate change.
The direct beneficiaries are the populations of the village of Naré and the villages bordering the dam site, i.e. approximately 6,500 inhabitants. However, the entire population of the rural commune of Tougouri - the project's area of influence - estimated in 2015 at 96,786 inhabitants, is an indirect beneficiary. Women (52%) represent the majority of beneficiaries. Young people (15-29 years old), who constitute 25% of the population, will also benefit through job creation during the rehabilitation/construction of infrastructure and the development of the pilot area. The institutional beneficiaries are the groups of irrigators, the local livestock breeders' organisation, the Local Water Committee (CLE), the rural commune of Tougouri, the General Directorate of Water Resources (DGRE), the Liptako Water Agency and the regional directorates in charge of water, agriculture, the environment, animal resources and the promotion of women and gender, as well as NGOs.
