The Agropastoral Entrepreneurship and Professional Development Project for Youth and Women (PEAPJF) is aligned with the 2018-2027 National Development Plan (PND) which is the reference document for Burundi’s economic and social development through its strategic goals aimed at revitalising growth sectors and developing human capital. The PEAPJF aims to resolve different development problems raised at the different levels of the entrepreneurship ecosystem for youth and women. The project, to be implemented over a 5-year period(2022-2027),is focused on the following 3 components: (i)support for vocational training and skills upgrading for youth and women, including the development of digital learning platforms,(ii) support for the entrepreneurial ecosystem, small-and medium-sized enterprises(SME) and agropastoral cooperatives, and(iii) institutional support, capacity building and project coordination including visibility of, and communication regarding ‘Made in Burundi’ products. The project’s total cost, net of taxes and customs duties, is UA 17.52million.
The Project Development Objective is to ‘raise agro-pastoral output with a view to increasing the contribution of selected sectors to GDP growth in order to ensure better structural transformation of the Burundian economy’. Specific objectives: (i) support for building the technical and professional skills of youth and women to improve employability, (ii) support for improving the entrepreneurial ecosystem to create job and export opportunities for youth and women, (iii) strengthening of digitalisation and digital skills of youth/women, and (iv) institutional support and capacity building for actors.
The project will have national coverage although the two main investment sites are the RUSI site and the ISABU Gisozi site for irrigation. There are many, varied project beneficiaries including: (i) unemployed students who are university graduates in general or post-basic humanities, (ii) cooperatives and groups of youth and women in the agropastoral sector throughout the value chains targeted by the project, (iii) agri-business and agropastoral small-and medium-sized enterprises for youth and women, (iv) teachers at the RUSI centre, (iv) financing institutions for youth and women including the PAEEJ programme, and (v) private investors or the Diaspora interested in investing in targeted value chains. Regarding vocational training, the RUSI regional centre will be the prime beneficiary and will receive various types of support from the project. In all, it is expected that the project will affect about 2000 students (30% of whom are girls) who will receive certificates/diplomas. It is also expected that the project will affect about 3,000 cooperatives representing 15,000 beneficiaries (50% of whom will be women) who will be provided with capacity building support in the RUSI cooperative sub-sector.
