The present intervention relates to the additional loan to the Parakou Urban Transport Project. Parakou is the third largest city in the country with more than 200,000 inhabitants and the capital of one of Benin's most productive regions. The urban transport project aims to improve urban mobility and living conditions in the intervention area while reducing road accidents. The expected results of this project include improving the average rush hour traffic speed on both project roads, reducing road accidents, creating jobs and improving the productivity of urban economic activities in Parakou. The development of the city of Parakou will make it attractive, which will stimulate agricultural production and improve household incomes in the Borgou Department as well as the country's competitiveness. The main components of the project are: (i) road development; (ii) right-of-way release; (iii) strengthening municipal management and infrastructure; and (iv) project management.
The project goal is to improve urban mobility in Parakou and living conditions of people in the project area while reducing road accidents. Project specific objectives outline as follows (i) upgrade the level of road service and reduce road accidents; (ii) ensure efficiency of urban activities and improved living conditions of the communities in the city of Parakou.
200,000 inhabitants are the beneficiaries of the project (49.9% women) of the 3 districts of the city of Parakou. Specifically, the direct beneficiaries will be the main socio-professional groups in the PIA (road users, carriers/transport operators, traders, industrialists, women's groups, farmers, schools and health centres users bordering the two project roads, etc.) and local communities along the roads. The indirect beneficiaries include people from other cities of Benin, including Borgou cotton farmers and also from neighbouring countries, especially Niger, Burkina Faso, Togo and Nigeria.
