The present project concerns the rehabilitation of Pobe-Ketou-Illara road. This Pobe-Ketou-Illara road, which is along 59.3 km long, is part of the TSP and is one the transversal and trunk roads of sub-regional impact which contribute to economic exchanges between Benin and neighbours like Togo and Nigeria. The project consists of: 1) improving the level of Pobé-Kétou-Illara road service; 2) improve the accessibility and mobility of rural populations in the project area and the population's support for the runway maintenance strategy; 3) reduce the transport distances of populations for the supply of drinking water. Implementation of the Pobe-Ketou-Illara road and earth road project will help open up a large number of villages located in Benin’s south east and improve the direct link between this part of the country and Nigeria. Through its rural road components, the RWS systems, the project will contribute to: (i) poverty reduction thanks to the incomes paid to workers in the project impact area; (ii) the possibilities offered to small and medium-size enterprises (SME) and local consulting firms to bid, given the size of the contracts, for works on the earth roads, the RWS systems and the rehabilitation of social and market infrastructures, as well as the engineering designs, works inspection and supervision; (iii) improving access to drinking water and the time spent by women fetching water; and (iv) ensuring better access, mobility and conditions for the transport of produce and passengers to markets or basic social and administrative structure (hospitals, schools, administration…). The project components are as follows: A) main road; B) related earth roads; C) Related Outputs and D) project management.
The project’s sector goal is to improve the level of service of the transport infrastructure with a view to strengthening regional economic integration and contributing to an increase in national and international trade. More specifically, the project aims at (i) improving the level of service of the Pobe-KetouIllara road and the standard of living of the population in the project impact area; and (ii) building the capacity of the Pobe and Ketou City Halls.
The beneficiaries of the project are the populations of its zone of direct influence. This area covers the Plateau Department, particularly the communes of Pobè and Kétou. It covers an area of about 2,924 km2, or 5% of the country's area.
