The Support for the Decentralization of Drinking Water, Hygiene and Sanitation Services in Atacora-Donga (LEauCal project) was designed to increase the population's access to water and sanitation. It consists in strengthening the skills of the populations in the various tasks related to their mandate in the sector: search for financing, project management, and also operation and maintenance of the works. The project is based on learning by doing within the framework of calls for projects. Its total cost has been estimated at EUR 1,788,000. The project comprises four (04) components: i) an institutional, organizational and financial study; ii) a learning process for project ownership; iii) technical assistance to stakeholders and iv) project management including steering, preparation of a procedures manual, monitoring and evaluation of the project and the production of capitalization documents.
The overall objective of the project is to guarantee access to safe drinking water and basic sanitation for all Beninese in rural areas by strengthening the capacities of communes in the management of drinking water, hygiene and sanitation (WASH) services. The specific objectives are as follows: (i) to make the framework for pooling WASH sector resources operational and efficient; (ii) to strengthen community capacities; (iii) to improve the sustainability of facilities through operation and maintenance; and (iv) to strengthen the advisory support role of decentralized services to communes.
The main direct beneficiaries of the project are: (i) the 13 town halls, communal services and decentralized services in the two departments of Atacora-Donga; (ii) the private sector in charge of operation and maintenance; (iii) 20,000 people who will benefit directly from access to drinking water or basic sanitation through the construction of infrastructure. The indirect beneficiaries of the project are: 900,000 people (population of Atacora and Donga) who will benefit from capacity building in the communes and all Beninese communes.
