Project General Description

The Second Rural Electrification Project is part of the rural electrification development programme developed by the Government of Benin. This programme should make it possible to achieve an electrification rate of 29% in the medium term in 2008 and, in the long term, electricity for all at a lower cost. This project aims to increase the rate of access to electricity for rural populations in order to improve their living conditions. The expected outcomes are: (i) electrification of 57 localities in 2008, (ii) improvement in the country's electrification rate from 20% in 2002 to 29% in 2008, and (iii) local availability of 8,000 wooden poles per year, starting in 2008. The project consists of the four components, namely: A) reinforcement of the production and extension of the MV and LV electricity networks; B) execution of distribution works; C) assembly of a wooden pole treatment unit; D) management of the project.

Project Objectives

The objective of the project is to stabilize populations in these areas and to reduce in the medium term the use of other forms of energy that are more expensive or more harmful to the environment. The specific objectives of the project are: (i) electrification of new rural localities and (ii) establishment of local processing capacity for wooden poles.

Beneficiaries

The beneficiaries targeted by the project are: i) populations of the localities to be electrified, who used firewood, kerosene or vegetable oils as their main source of domestic energy, ii) workshops and small processing units which used diesel groups for their operation and which should therefore replace electricity, iii) women who represent 51% of the population and who should be freed from the daily chores of collecting firewood, domestic lighting and the conservation of perishable products and can engage in income-generating activities.
