This intervention concerns the support to the setting up and operationalisation of the National Digital Agency (ADN), the elaboration of a Master Plan for the development of broadband infrastructures and the complete feasibility studies of the Central African Fiber Optic Corridor, DRC component (CAB-DRC). Firstly, this technical assistance aims to support and finalise the process of setting up and operating the Digital Development Agency (ADN), the backbone of the digitalisation of the Congolese economy. It will therefore contribute to the setting up of the Digital Development Agency (ADN) on the basis of feedback from experiences acquired, at national level, in relation to the creation and operationalisation of the Agency (in place) for the development and promotion of the Grand Inga Project. The proposed study will be based on three components, namely: (A) support to the establishment and operationalisation of the Digital Development Agency (DNA); (B) the elaboration of a Master Plan for the development of broadband infrastructures, a decision support tool for the Congolese Authorities for the purpose of providing the national territory with high and very high speed broadband by 2030, in collaboration with private operators and (C) the elaboration of complete feasibility studies (technical, economic, financial, environmental, social, legal, regulatory, institutional and organisational) of the CABRDC on the priority axes for the purpose of an expeditious deployment through a PPP (Public-Private Partnership) financing scheme.
The main objective of this technical assistance is to set up an appropriate governance framework through the establishment and operation of the future Digital Development Agency (ADN) for the deployment of broadband and ultra-broadband infrastructure by 2030. The aim is to develop a genuine digital development plan for the Congolese territory in order to build quality broadband and ultra-broadband infrastructures for the benefit of the government, individuals and businesses, while improving the country's international connectivity. On the basis of this plan, it is planned to draw up full feasibility studies for the priority links that make up the national component of the regional CAB project.
The beneficiaries of the project are the Digital Development Agency (ADN) and the population.
