The Economic Reform and Reunification Support Programme (ERRSP) is designed in order to support the Government’s Economic Programme (GEP) for the 2003-2005 period. It's part of reforms resulting from the implementation of the GEP and the Interim Poverty Reduction Strategy. In this regard, the proposed reforms have the ambition to pursue and deepen the ones already embarked upon within the framework of the Enhanced Interim Programme (EIP), in order to stimulate economic growth, improve the living conditions of the population and reduce poverty in a sustainable manner. This programme, by focusing on the rehabilitation of public finance and the public sector, should help to introduce good governance in the management of public affairs. This in turn should stimulate the private sector and contribute to poverty reduction. It consists of four main components, including: (i) Public Finance Rehabilitation; (ii) Strengthening of good governance in central government through reform of the civil service and corruption control; (iii) Private sector promotion through rehabilitation of the financial sector and the reform of public enterprises; and (iv) Preparation of a poverty reduction strategy paper (PRSP).
The overall objective of the ERRSP is to contribute to economic recovery and poverty reduction in DRC. To this end, the ERRSP is assigned the following objectives: (i) consolidation of macroeconomic stability in the context of reunification and improvement of the quality of public expenditure management and their rational allocation, in a more efficient and more transparent manner, to priority social sectors; (ii) promotion of good governance through public sector reform and the fight against corruption; (iii) private sector stimulation; and (iv) poverty reduction.
The final beneficiaries of the program are the populations of the Democratic Republic of Congo (DRC).
