This project is related to support to internal resource mobilization and modernization of public finances (PAMRIM-FP) in the Democratic Republic of Congo (DRC). This is an institutional support aimed at continuing the implementation of the tax reforms initiated by the Government, which will be implemented over the 2017-2021 period. The project will contribute to increased mobilization of internal resources and strengthened accountability. These two aspects, combined, will make possible a better allocation and use of public resources. The project will also contribute to strengthening knowledge in the DRC, particularly in the area of public financial management in support of the modernization of public finances. The PAMRIM-FP is divided into three complementary components which are: (i) consolidation of internal resource mobilization capacities; (ii) the consolidation of transparency and accountability; (iii) support for the efficient management of the project. The first component will contribute to improving the mobilization of internal resources for effective financing of development and improvement of the quality of life of populations. The second component will contribute to enhancing transparency and the notion of accountability in the management of public finances, for a better use of the resources mobilized. And, the third component will ensure the effective implementation of the project.
The overarching objective of the project is to contribute to increased domestic resource mobilization and accountability enhancement. The specific objective of PAMRIM-FP is to continue the implementation of the tax reforms initiated by the Government and to consolidate the gains of Bank interventions.
The direct beneficiaries of the institutional support are: the Directorate General of Taxation (DGI), Directorate General of Administrative, State Lands, Judicial, and Participation Revenue (DGRAD), the General Accountability Directorate (DRGC) and the Court of Auditors. The country’s entire citizens are the project’s end beneficiaries. They will benefit from improved domestic resource mobilization as well as from the transparency and accountability as these would lead to effective economic development financing and improvement of the people’s quality of life. Furthermore, the strengthening of transparency and accountability in public finance management will contribute to better use of the resources mobilized, especially in the basic priority sectors.
