Project General Description

PARCGEF is an institution building project to build economic and financial management capacity in CAR. It is a support to implement Government’s Reform Programme, which seeks primarily to strengthen budget credibility and exhaustiveness, and secondarily to improve the business climate as a supplement to IFC actions. It has a nationwide geographic coverage. The project has three components: (i) support to strengthen public finance management organs; (ii) support to strengthen the intervention capacity of private sector support structures; and (iii) project management. It will be implemented over a five-year period from 2011 to 2015. Its total cost is UA 4.5 million.

Project Objectives

The general objective of the project is to help implement Government’s reform programme aimed at strengthening budget credibility and exhaustiveness, and improving the business climate. Its specific objectives are to: (i) build the capacity of budget preparation, implementation and coordination structures; and (ii) strengthen the capacity of private sector promotion structures.

Beneficiaries

The direct beneficiaries are: the General Directorate of Customs and Indirect Duties; the General Directorate of Taxes and State Lands; the Debt and Participation Directorate; the General Directorate of Public Procurement; the Public Procurement Regulatory Authority (ARMP) and the 4 public procurement services in key sector ministries; the General Directorate of Budget; the General Directorate of Economic Programmes; the General Directorate of Policies and Strategies; CTP-PAS; the Business Formalities One-Stop Shop (GUFE); the Chamber of Commerce, Industry, Mines and Handicrafts (CCIMA); economic operators and the CAR population.
