The Economic Management Support Project is an answer to the need for institutional support to restore the management capacity required for a satisfactory implementation of Congo’s development programmes. It is the result of a probe into the requirements aired by various structures and a review of the assistance provided by other donors. The project is all the more crucial as it falls into a post-conflict context the economic consequences of which are exacerbated by a external public debt burden that hampers the possibilities for economic recovery. It plans to provide a multifaceted support directed at institutional structures, human resources and working methods; as such it seeks to promote in the beneficiary administrations a participatory and global approach to management capacity building. The project comprises two main components, namely the strengthening of debt management and public investment programming. The strengthening of debt management consists of supporting the CCA through the procurement of adequate computer equipment and the training of 30 management personnel in modern debt management and analysis techniques and provision of technical assistance for seven months. The strengthening of public investment programming must permit to support the DGP through the procurement of adequate computer equipment and training of 60 management personnel in project evaluation and monitoring of public expenditure and provision of technical assistance for six months.
The overall objective of the project is to contribute to capacity building for the formulation and implementation of economic policies. Its specific objective is to consolidate and develop competencies in economic forecasting, debt management and public investment programming.
The beneficiaries of the project are the Congolese State and the populations.
