The Institutional Support Project to Improve the Business Climate and Diversify the Congolese Economy (PACADEC) is an institutional support project aimed at building capacity for improving the business climate. The project falls within the ambit of Government's Economic Diversification Support Programme. It's designed because the under-developed non-oil private sector and its corollary, the insufficient exploitation of the growth potential of the non-oil sector (inadequate economic diversification), constitute a major obstacle to achieving the objectives of Congo's national growth and poverty reduction strategy. By promoting the creation and development of businesses, the project will help to create wealth and employment, and contribute to poverty reduction. The overall project cost, excluding taxes and customs duty, is estimated at UA 6.88 million. The project should be implemented over a five-year period from 2011 to 2015 and comprise three components, manely: (i) Support for the identification and implementation of key reforms to improve the business climate through better public-private sector dialogue; (ii) Support for facilitating the creation and development of private enterprises; and (iii) project management.
The project goal is to contribute to the diversification of the Congolese economy. The project's objective is to improve the business climate.
The project beneficiaries are: the Business Administrative Formalities Centre (CFE) and its five regional offices in Brazzaville, Pointe Noire, Dolisie and Nkayi Ouesso, the seven partner departments (Court Registry, General Directorate of Taxation, General Directorate of Trade, Chamber of Commerce, Department of Labour, National Statistics and Economic Studies Centre, National Social Security Centre), Ministry of Small- and Medium-size Enterprises and Handicraft, Ministry of Industrial Development and Private Sector Promotion, High Council for Public-Private Dialogue, Ministry of Lands and SME Development Agency (ADPME). Other beneficiaries include private sector professional associations, people who want to create and take over businesses, Very Small Enterprise (VSEs), Small- and Medium-size Enterprise (SMEs), government employees and the entire Congolese people.
