The Electricity For All Programme (PEPT) lays special emphasis on connecting all the persons living in electrified localities in Côte d'Ivoire to the electricity network. To this end, and to overcome the hurdle of paying connection fees, an initial subscription fee of XOF 1,000 has been introduced, followed by the progressive reimbursement of connection fees over a period ranging from two (2) years, for wealthier households, to ten (10) years for the low-income population. Reimbursements made by beneficiaries through their electricity purchase will be used to finance new connections. The programme’s objective is to step up electricity supply rate and check fraud by facilitating access to electricity even for the poorest segments of society. The project comprises three (3) components: (A) Electricity connection infrastructure; (B) Institutional support; and (C) Project management. It will be implemented over a four-year period from January 2023 to December 2026.
The project’s development objective is to increase sustainable access to cleaner energy with a view to improving the living conditions of the Ivorian population in rural areas. The specific objectives of the project include the following: (i) completing the connection of 71,660 new households (15% of which are managed by women); (ii) connecting 7,168 professional centres (25% of which are run by women) to the electricity distribution network; and (iii) bringing 3,583 connections into compliance in the739 localities concerned by the ER/CLSG, PRETD and PAEMIR projects.
The project covers the 739 localities concerned by the three projects (ER/CLSG, PRETD and PAEMIR) financed by the Bank in 2015, 2016 and 2018 respectively. These localities are divided into 313 localities in the Montagnes District in the West of the country and 426 localities in two districts in the North (Savanes, Woroba) and one district in the North-East (Zanzan). 30.The project’s direct beneficiaries are the Ivorian Government (which will collect taxes on revenue-generating activities), the Compagnie Ivoirienne d'Electricité (CIE), which is responsible for operating the facilities, the 71,660 households which will be connected to the electricity network under the social conditions of the PEPT4, as well as the 7,168 professional centres (schools, trainingcentres, health centres, handicraft workshops, women's professional groups, etc.) which will have access to electricity for their activities. In addition to these direct beneficiaries, the entire project area population, estimated in June 2022 at 450,000inhabitants, including 232,650 women (representing a rate of 51.7%), will indirectly benefit from its positive effects through the improvement of basic social services (schools, health centres, etc.).
