The proposed intervention is an ADF loan of UA 10 million to Côte d'Ivoire to finance the Business Climate Improvement Support Programme for the Structural Transformation of the Ivorian Economy (PACA-CI) - Phase 1. PACA-CI will be implemented in a national context characterized by the existence of several reforms aimed at promoting SMEs and enhancing the business climate, as advocated in particular by the National Development Plan (PND) 2021-2025, the country's National Export Strategy (SNE) 2021-2025 and the Bank's 2018-2022 Country Strategy Paper (CSP) for Côte d'Ivoire. This is an institutional support programme designed for both public entities and the private sector. It aims to support the efforts of the State of Côte d'Ivoire to establish streamlined and inclusive business environment rules that will increase the competitiveness and resilience of the private sector and, above all, structurally transform the Ivorian economy. The programme will remove obstacles in the business climate in order to increase the inclusiveness and resilience of growth and ensure decent jobs and income for the population. It also aims to facilitate access to financing and guarantee mechanisms, particularly for women-run MSMEs. The PACA-CI strategy will, in the context of the African Continental Free Trade Area (AfCFTA), increase the value-added of national production and the market share of local enterprises, in a secure and climate-friendly environment. This programme addresses the structural challenges that hamper the effectiveness of the business climate.
The overall objective of PACA-CI is to contribute to the structural transformation of the Ivorian economy and strengthen the competitiveness of local enterprises, in particular SMEs, by removing obstacles in the business climate in order to increase growth inclusiveness and resilience and ensure decent jobs and income for the population. The specific objectives of PACA-CI are to (i) strengthen mechanisms for supporting private sector competitiveness and (ii) improve access to domestic and export markets.
The programme covers the entire national territory (urban and rural areas), particularly regarding the digital activities conducted by the Centre for the Promotion of Investments in Côte d'Ivoire (CEPICI) to attract investment, facilitation of financial inclusion and access to digital technology for SMEs and the formalisation of informal businesses, which will enable 30,000 economic operators to move from the informal to the formal sector by benefiting from the entrepreneur status. With regard to digital financial inclusion, national awareness-raising and training activities will be carried out for the target population groups, particularly rural residents, women and young people, in the 31 regions. The nationwide coverage will include support for the SME Guarantee Fund, which will benefit 3,600 SMEs in the following proportions: 40% for start-ups led by young people (regardless of gender) aged 35 years or less; 40% for businesses led by women aged 35 years or above; and 20% for businesses led by men aged 35 years or above.
