The National Governance Programme Support Project (NGPSP) is an ambitious program designed with the support of UNDP to reduce the negative impact of corruption on efforts to promote private investment and reduce poverty in Cameroon. The PAPNG is the concrete translation of the Bank's commitment to the Cameroonian authorities, in perfect synergy with other partners, to contribute to the sustainable development of the country and to poverty reduction through the transformation of the State into an efficient instrument of administration and regulation adapted to the requirements of a modern and democratic society. The three main components of the project are: (i) Support to the justice system; (ii) Support to the improvement of economic and financial management; (iii) Support to administrative reform. The main activities consist of: transfer of know-how by technical assistants to nationals and technology transfer; training of managers; purchase of computer and office equipment and construction of infrastructure. In addition, it will be necessary to ensure the monitoring-evaluation and annual audit of the special account as well as supervision.
The sectoral objectives can be summarised as the establishment of efficient and transparent management of the State on the one hand, and a modern justice system, accessible to all and guaranteeing the rule of law and the security of investments on the other. Specifically, the aim will be to: (i) modernise and increase the productivity of the justice system with a view to improving the legal environment for business and better access to judicial services; (ii) strengthen the capacity for effective management and control of economic projects, with a view to better execution of the public investment budget and a greater capacity to absorb external financing; (iii) strengthen the supreme control of the State with a view to making it more transparent and effective; and (iv) promote a more modern and efficient administration, which is accountable and oriented towards customer satisfaction.
The expected outputs of the project are as follows: i) strengthening and modernisation of the judicial system; ii) strengthening of the structures for programming and controlling the use of public resources; iii) capacity building of the Permanent Secretariat for Administrative Reform (SPRA); iv) support for project coordination. The beneficiaries of the project are the structures in charge of justice, financial management, administrative governance, state control and coordination of the NGP.
