Project General Description

The Public Finance Governance Support Project (PAGFIP) stems from an in-depth diagnosis of the institutional capacity of various beneficiary structures and responds to concerns expressed by Government, which is committed to pursuing macroeconomic and structural reforms, particularly in the area of public finance, in order to establish the conditions for inclusive growth. The project is justified by the need to support Government’s efforts to tackle the challenges before the country and ensure the satisfactory implementation of NDS30. In this regard, the Bank, through this project, is focusing on building institutional and human resource capacity to provide beneficiary structures with the necessary means to carry out their respective missions. It will support the implementation of Government's comprehensive public finance reform plan by strengthening skills and putting in place coherent and effective working tools and procedures to promote increased mobilization of tax resources and efficient public spending. It will also support the Government's efforts to fight corruption, which is a major challenge for the country. The total project cost, net of taxes and customs duties, is estimated at UA 13.80 million, or CFAF 11.37 billion.

Project Objectives

The project’s overall objective is to strengthen the institutional and organisational environment of public finance management through increased collection of tax revenue and promotion of public expenditure efficiency. The specific objectives are to: (i) improve the collection and protection of tax revenue; (ii) limit budgetary risks through the control and management of budget implementation; (iii) systematize internal and external audit and verification practices; and (iv) fight against corruption and illicit financial flows. In doing so, the project will contribute to further strengthening and consolidating national capacity in public finance management, as well as reform management and communication, focusing on human resource development and the modernisation and upgrading of working tools.

Beneficiaries

The PAGFIP project area is the entire national territory of Cameroon. The project was prepared and evaluated using a participatory approach that involved consultations with various officials of sector ministries and technical departments, as well as civil society, to best meet their needs. The main direct beneficiaries of PAGFIP are the State structures in charge of tax revenue collection, public expenditure control and the fight against corruption and illicit financial flows. The project will also benefit the civil society platform involved in the monitoring and control of public expenditure. All beneficiary structures will emerge stronger due to the procurement of appropriate working tools for their missions, high-level technical assistance and the delivery of targeted training programmes. Overall, the project will benefit the entire Cameroonian population, through the development of an institutional environment conducive to enhancing efficiency in the mobilization of tax revenue and improving programming and monitoring evaluation of public expenditure.
