The project is institutional support to the Government as it implements its Growth and Poverty Reduction Strategy for 2012-2016, with a view to achieving inclusive economic growth and gender promotion. The project will contribute to national capacity-building in social statistics (statistics on population, health, education and the protection of women and children). This will enhance monitoring of the country's progress towards attainment of the Millennium Development Goals through the use of international norms and standards to collect, process, analyse and disseminate statistical indicators. The project comprises the following main components: (i) development of technical and methodological capacities related to the demographic and health indicators of the population in accordance with international best practices; (ii) data collection and analysis; (iii) promotion of tools that facilitate data dissemination and access; (iv) project coordination and management. Its implementation will contribute to the development of a critical mass of skills that will help to offset the shortage of human resources needed to conduct socio-demographic surveys, KAP studies and other specific surveys that the country will need in future, especially the preparation and execution of future population and reproductive health surveys.
The main objective of this project is to help the country design and formulate results-based policies through efficient measurement and monitoring of the demographic and health trends of its population. Specifically, the Population and Reproductive Health Survey (IDSR-III) seeks to: (i) address the abiding need for data to plan, monitor and evaluate health and population programmes; and (ii) build institutional capacity to collect, process, analyse, disseminate and use data.
The project targets the entire population on the national territory. Cabo Verde has an estimated population of 500,000 inhabitants. Staff from the ministries of health, finance and planning, involved in the conduct of the survey will be trained in this area. Besides, 20 women and 20 men will be recruited and trained to conduct the pilot survey, which will target 150 women and 150 men. Similarly, 13 teams of 6 persons each, including 50% women, will be trained for the main survey.
