The proposed operation is a loan of EUR 20 million to the Republic of Cabo Verde to finance the E-Governance and Public Administration Modernisation Programme - Phase I (E-PAMP-I). PAMP-I is the first phase of a programme-based budget support operation covering fiscal years 2021 and 2022, with an overall indicative financing of EUR 40 million. E-PAMP-I presents the multi-annual framework of the programme and provides a list of measures considered as indicative triggers for phase II. The programme-based approach helps improve aid predictability and facilitates alignment with the country's development policies. The proposed E-PAMP-I is structured around two components. Component 1 focuses on E-Governance and public administration modernisation and intends to improve transparency and public service delivery through e-governance and administration modernisation. Component 2 focuses on Digital competitiveness / E-Competitiveness.
The objective of the programme is to improve digital efficiency for enhanced public service provision, administration modernisation, transparency and increased private sector investment.
E-PAMP-I will benefit the entire Cabo Verde population, notably through improvements in public administration accessibility through easier and streamlined processes, as well as through increased transparency stemming from open-data practices and policies. More specifically the operation will benefit Cabo Verdean civil servants who will have updated and fairer management processes (recruitment, promotion) and pay through the unified salary framework. Efforts to streamline gender in public administration will benefit women in civil service. The operation will have positive impacts on firms with modernised services from the State.
