This intervention concerns the Support to Procurement System Assessment and E-procurement deployment. It aims to support the development of a transparent, effective and accountable public procurement system through support for the E-Procurement roll-out. The proposed technical assistance will enable the Bank to deliver its knowledge management and advisory services. The project will provide targeted technical assistance support to the Public Procurement Authority to (a) refine the E-Procurement legal and regulatory framework; (b) advance the technical implementation of E-Procurement systems, (c) provide a benchmark assessment of the procurement system, and (d) strengthen capacity within National Public Procurement Regulatory Agency (ARAP) and the General Directorate of Heritage and Public Procurement (DGPCP). The technical assistance will comprise three main components: (a) Support to E-Procurement Legal Framework Implementation and REMPE Law Reforms; (b) MAPS II Evaluation, and (c) Procurement Capacity Building.
The overarching development objective of the Project is to support the development of a transparent, effective and accountable public procurement system through support for the E-Procurement roll-out.
The main beneficiary of the project is the state of Cape Verde.
