The present Efficient Tax and Revenue Administration Project for Improved Business Life-Cycle Services aims to make the tax system fair, simple, efficient and customer service oriented. It is an institutional support to the Government of the Republic of Cape Verde. The project should help to improve the business climate in Cape Verde through an efficient tax and revenue administration. Improved business life-cycle service will reduce the transactional cost of paying taxes and contribution to increased economique activity which can mitigate macroeconomic risks and pave the way for inclusive growth. The project strategy includes two components which are: (i) implementing adjustments to the budgetary framework for the private sector and (ii) improving resource mobilization through enhanced control and monitoring of the tax system.
The strategic objectives of the project are: (i) improve the quality of taxpayer services by simplifying and modernizing processes and procedures, promoting e-filling and electronic payment, upgrading the taxpayers' current account and expanding awareness campaigns; (ii) facilitate trade by registering and formalizing tax administration; (iii) optimize revenue collections through the implementation of a risk-based audit system, supported by semi-automatic data verification and improved analysis tools; (iv) set up an effective management information system by monitoring progress made in relation to strategic objectives and key performance indicators; (v) develop a human resources management system and (vi) make tax administration more user-friendly for taxpayers.
The project is expected to benefit the Government of Cape Verde, the enterprises and the population.
