Project General Description

The present intervention concerns the Construction Project of the East-West Highway - 13 km between Ain El Bey and the CW133 Interchange. The project responds perfectly to the resolution of the double problem of the fluidity of traffic around Constantine and the support of traffic in transit. It’s fully in line with the actions taken by the government in the field of increasing the capacity of the transport infrastructure, through the development of motorway infrastructure, with priority given to the avoidance of large cities. The project is part of the government's economic recovery program with the primary objective of reducing transport time and ultimately contributing to the country's economic development. The intervention is all the more indispensable as it completes the 11 km motorway section nearing completion, financed by the Bank. The components of the project are as follows: (i) land acquisition; (ii) construction of a 12,500-ml stretch of motorway between Ain El Bey and the CW133 interchange; and (iii) work control and supervision services including geotechnical and quality control services as well as general project supervision by the Administration.

Project Objectives

The objective of the project is to contribute to increasing the capacity of road infrastructure and to achieve national (East, Central and West) and regional (Arab Maghreb Union) integration within the framework of the continuation of the East-West Highway program. Its specific objective is to improve the flow of traffic (local and transit) for better accessibility of the main economic centers, so as to reduce the economic losses for the community by reducing transport costs, travel time and traffic accidents.

Beneficiaries

Among the beneficiaries of the project appear directly and from West to East: (i) city of Constantine which should benefit from a circumvention which at the same time should lighten it of the traffic of transit and particularly the heavy traffic. As a result, the current congestion of the city should greatly reduce and many accidents will be avoided; (ii) users of the section east of Constantine. This section currently offers an embossed relief course in unstable areas and should therefore experience a very great improvement in its geometric characteristics and very substantial time savings; (iii) access to the ports of Jijel and Skikda should become less restrictive.
