The present intervention focuses on the Telecommunication Sector Upgrade and Support Project. The project is conceived because of the enormous needs necessary for the creation, by Algeria Telecom, of a physical infrastructure environment attractive for the private sector, and considering the need to reinforce the operational capacities of the Post Regulatory Authority and Telecommunications (ARPT). This institutional support and the financing of the technical upgrading of the national telecommunication network in support of sectoral reforms should make a major contribution to the popularization of new information technologies in Algeria and the increased contribution of the private sector GDP by high value added services. The project components are: A) Support to the Regulatory Authority for Posts and Telecommunications; and B) Upgrade of the national telecommunications network.
The sector goal of the project is to increase the contribution of telecommunications and information technology to the country's economic growth by raising the telecommunication investment share to the country's Gross Fixed Capital Formation (GFCF) from 1.16% in 1999 to at least 5% in 2005. The specific objective of the project is to increase telecommunications services in quantity and quality by increasing the teledensity from 5.95 lines per hundred inhabitants in 2001 to 10 lines per cent in 2005.
The ARPT and the MPT (Algeria Telecom, later) are the direct beneficiaries of the project. Final beneficiaries include postal and telecommunications operators, economic operators in the country, the general population (postal / telecom customers and information society services) and the Algerian state through the sale of licenses and tax receipts expected from the growth of the sub-sector's activities.
