The Technical Assistance Project for the National Equipment Fund for Development (CNED) of Algeria is in keeping with the strategic priorities for the rationalisation and strengthening of the effectiveness of public investments. This is a grant operation not exceeding UA 600,000, from the resources of the Middle-Income Countries Technical Assistance Trust Fund. CNED is an industrial and commercial public institution, established by Law n°03-2 of 28 December 2003, relating to Finance Act 2004 and Executive Order n°04-162 of 5 June 2004. Its purpose is to enhance the effectiveness of public investment expenditure, in particular by improving the process of appraisal, implementation and monitoring of economic and social infrastructure projects. To cover the scope and specificities of its area of intervention, CNED has a multidisciplinary research team, which however needs further training for the effective discharge of its duties. Indeed, the challenge for CNED is the specialised training of its newly recruited professionals in the monitoring and evaluation of large-scale projects, as well as the organization of available information in the form of active data banks and other decision-making tools. In this regard, the training needs were identified and the terms of reference and contents of programmes prepared. Implementation of the CNED project will enable the country to have the technical capabilities in the area of the design, rationalisation and monitoring/evaluation of large-scale infrastructure projects with high economic and social impact. As a priority, the two types of technical assistance activities selected are training and organisation of the CNED information system. Implementation of activities under the technical assistance project is planned to last 12 months.
The overall objective of the Technical Assistance Project is to build capacity in the assessment of the impact and effectiveness of public investments in order to lay the groundwork for an emerging economy that has the capacity to mobilise resources for poverty reduction. Specifically, the Technical Assistance Project aims to: (a) strengthen the level of expertise of CNED staff in: (i) reviewing documents prepared for project identification for which Line Ministries or, by delegation, pecialised national agencies or enterprises are responsible for supervising; (ii) reviewing feasibility studies for large-scale infrastructure projects; and (iii) monitoring the implementation of large-scale projects and their retrospective evaluation; and (b) improve the information system for large-scale public investment projects by putting in place documentary resources and a dynamic data bank.
The project will mainly benefit the Government of the People's Democratic Republic of Algeria through the CNED.
