The present intervention concerns the Economic and Financial Management program (EFMP). This programme is designed to provide Eritrea with the need institutions, systems, short-term experts, information management technology, analytical capacity and processes for policy formulation and implementation and the creation of a conducive environment for private sector development. The project is expect to produce five outputs: (1) effective project appraisal format and flow charts for various processes; (2) improved accounting, internal auditing and control system and appropriate manuals; (3) improved staff skills for project analysis and development credit delivery operations; (4) well-functioning information system and computerized credit operations; and (5) properly equipped offices and improved communications and transport facilities. The project consist of the following components: (a) training; (b) technical assistance; (c) equipment and vehicles; and (d) operating expenses for supplies.
The objective of the project is to assist the Government of Eritrea in building capacity for development credit delivery through the strengthening of the institutional capacity of the newly created Eritrean Development and Investment (EDIB).
The programme is expected to benefit the Eritrean Development and Investment (EDIB) and the State.
