Project General Description

The present intervention concerns the Emergency Reconstruction Programme. It’s conceived because of the scale and intensity of devastation faced by the people of Eritrea as a result of the war with Ethiopia. The country also suffered from a prolonged drought. With the help of the development partners, Eritrea had put in place a realistic and comprehensive multi-donor emergency reconstruction programme (ERP) of USD 288 million for economic and social development to primarily restore economic and social opportunities to war and drought affected communities thereby alleviating poverty. The present programme aims to replace the massive losses of economic assets that would enable the affected households and business concerns to resume normal economic activity and livelihoods. It comprises three main components, namely: (i) agriculture, (ii) social protection, and (iii) project management.

Project Objectives

The objective is to revive agricultural production and restore social services to poor communities in the war affected areas of Eritrea thereby alleviating poverty.


The primary beneficiaries is the Internally Displaced Persons (IDPs), the host families of the IDPs and the deportees from Ethiopia who resettled the project area.
