The Capacity Building Project for the employability of young people and improvement of the Social Protection (RC/EJPS) allows the Bank to play an essential role in the improvement of vocational training, social protection and social inclusion in Gabon. It aims to strengthen the achievements of the Bank's past actions, and contribute to the country's efforts through national as well as other partners' fundings in favor of technical education, vocational training, young people professional integration, the promotion of entrepreneurship and social inclusion. The intervention strategy is based on: (I) the increase and diversification of vocational training programs, technical and health education; (ii) the improvement of training quality and the sectors' governance, as well as (iii) the promotion of social inclusion and national solidarity. The project will be implemented over a period of five years.
The sectoral objective of the proposed project is to contribute to the reduction of unemployment among young people, and the improvement of the populations’ living conditions through the strengthening of social protection capacity and employability of young people.
The direct beneficiaries are the youth between 14 to 35 year-old, which represents 40% of the population (i.e. 720 000 people) as well as actors of the informal sector and self-employed workers. This project targets specifically approximately 25,000 beneficiaries made of learners, trainers, inspectors and institution managers (vocational training, technical education, health and social protection). In addition, through the training and system management tools, the ministries in charge of vocational training, technical education, health and social protection personnel are also beneficiaries of the project. The awareness activities on technical education and vocational training as well as on HIV/STIS and reproductive health will benefit the entire population (young people in age of training as well as adults). It is the same for the Health component activities because the increase of health personnel and the extension of the health insurance coverage will benefit the entire Gabonese population.
