The proposed operation concerns a grant of up to UA 867,732 from the Technical Assistance Fund for Middle Income Countries (TAF-MIC) to finance the support project for the Moanda School of Mining and Metallurgy (E3M). E3M is a school of excellence that promotes employment in the Central African sub-region. The project is complementary to Gabon's active portfolio and will increase the chances of success of some ongoing projects, while helping to develop the Bank's investment pipeline in Gabon and the region. It is structured in three complementary components: (i) Renovation of the educational offer for youth employability; (ii) Strategic positioning of E3M at the regional level; and (iii) Project management and coordination. With an academic start in October 2021 and a training duration of 20 months for the engineering cycle, the project should be implemented over a maximum of 3 years starting in February 2021.
The project will aim to improve the employability of the young graduates, as well as the influence of the school on a regional scale. Specifically, it will provide support for the renovation of the educational offer in line with the needs of the labour market and support the influence and attractiveness of this school at regional level through the signing of financing agreements with certain mining companies which are the main users of these graduates.
The main beneficiaries of the project are the Ecole de Mines et de Métallurgie de Moanda (E3M) and the Government of the Gabonese Republic.
