The proposed operation concerns a grant from the Technical Assistance Fund for Middle-Income Countries (FAT-PRI) to the Gabonese Republic to finance the diagnosis of the institutional framework for the promotion of investments in the coffee/cocoa sector and food crops. The project has the following two (2) components: (i) Diagnosis of the institutional framework for investment promotion and the revival of the coffee/cocoa sector with a view to facilitating the identification of constraints that hinder investment growth and productivity in the coffee/cocoa sector and to reviewing best practices for organizing the private investment framework in the coffee/cocoa sector in order to support the organizational choices needed to revive the sector; (ii) Review of the institutional framework for standardization and environmental risk management through capacity identification and institutional arrangements to provide assurance on the consideration and management of environmental risks related to international coffee/cocoa production and markets and to consider, where appropriate, capacity building needs for the subsequent implementation of the proposed institutional support project.
The overall objective of the project is to carry out an inventory of the institutional framework for the promotion and facilitation of investments in priority sectors and that of the coffee/cocoa sector in particular in order to identify the constraints affecting private investment in the sector and thus promote the process of economic diversification and the achievement of the objectives of the Gabon Emergent Strategic Plan (GESP) in its agricultural component (Gabon Vert). Specifically, the project will contribute to improving the business climate of the sector through the development of an action plan and a roadmap for the implementation of a programme to revive the coffee and cocoa sector.
The main beneficiaries are: the Government of the Republic of Gabon, structures involved in the coffee/cocoa sector, the private sector, farmers and other stakeholders in the agricultural sector.
