The Conakry Electricity Network Rehabilitation and Extension Project 2 (PREREC2) is based on the priority actions of the electricity sub-sector's recovery plan emanating from the diagnostic study conducted in 2011. The restructuring of this sub-sector and the Electricity Company of Guinea (EDG) as well as the settling of a strategic partnership through a management contract, are at the center of these priority actions. The PREREC2 aims to contribute toward improving governance and commercial management of EDG, support the Government in reforming of this sub-sector, and extend the electricity distribution network to 12 districts of the Ratoma and Matoto municipalities in Conakry. It is a follow-up to near-completion Project 1 (PREREC1) within 30 other districts of the same municipalities, and which execution has significantly improved the quality of electricity supplied to consumers. The overall cost of the PREREC2 is UA 21.65 million, and its execution runs from 2013 to 2017.
The goal of this project is to strengthen the distribution network of electricity in the Ratoma and Matoto municipalities, and to contribute to the improvement of the governance as well as the strengthening of institutional capacities and human resources in this sub-sector. Its specific objectives are: (i) connect 40,000 subscribers with the installation of prepayment meters; (ii) reduce the rate of overall losses in the project area of 49% to 15%; (iii) strengthen the financial management of EDG by the installation of a financial control and a model of financial equilibrium and (iv) improve the commercial management of EDG by increasing, in the area of the project, the billing rate of 51% to 85% and the rate of recovery of 80% to 95%.
The zone of influence of the project, consisting of the Ratoma and Matoto municipalities, has an estimated population of 1.4 million inhabitants, 52.1% of whom are women, and approximately 2,300 Very Small commercial and craft Enterprises (VSEs), about forty factories and nearly 141 active women's associations. The direct beneficiaries of the project are the 40 000 subscribers among households, women's associations and VSEs.
