Project General Description

The Guinea Power Access Improvement Project (PAAEG) is part of the National Least Cost Power Access Rollout Programme (PNAAEMC) initiated by the Government and aimed at achieving universal access to electricity by 2030. The project is designed to address the energy infrastructure needs of areas with low access rates and the institutional weaknesses of electricity sub-sector actors. It does not include investments in the generation segment but will serve to: (i) ensure that the hydropower generated (Kaléta, Souapiti and Amaria) is delivered to end consumers; and (ii) promote private investment in green energy. It supplements recent projects financed the Bank1 and other TFPs to increase access to energy services for the population in both urban and rural areas. The PAAEG will also contribute not only to capacity building for stakeholders in the electricity sub-sector to improve its management and governance, through institutional support, but also to project preparation, including the conduct of studies on green mini grids. The overall cost of the PAAEG stands at UA 119.99 million and its implementation is planned for the period 2022-2027.

Project Objectives

The project will improve people's quality of life and the productivity of beneficiary businesses by providing access to regular, reliable and cheaper energy services. Street lighting will increase security and allow women to conduct their commercial activities for much longer hours and enable students to improve their school performance. The beneficiaries will help to enhance the project impact by adopting responsible practices such as embracing the principle of energy efficiency, paying bills, and cooperating with the Guinea Electricity Company (EDG) to combat fraud and network vandalism.

Beneficiaries

The project area of covers the Ratoma Commune in Conakry, as well as localities in the Upper Guinea (Kankan, Kérouané and Siguiri) and Forest Guinea (Nzérékoré, Beyla and Lola) regions, which are relatively under-supplied with electricity, compared to the national electricity access rate. The beneficiary population is estimated at 1.2 million, 52.1% of whom are women. The direct beneficiaries of the project will be the 100,000 subscribers (including 72,112 new ones) composed of households, women's associations, health centres, schools and businesses in the project area.
