The present intervention concerns the second Structural Adjustment Programme (SAP II). It is part of the effort to consolidate the reform programmes (PREF 1986-90) and ESAF (1991-96) implemented with the support of the international financial community. The programme aims to continue the measures to consolidate the macroeconomic framework and create the conditions for economic recovery. It includes seven (07) components, including (1) restructuring of public expenditure through priority sectors; (2) improvement of budgetary control and monitoring; (3) institutional reforms for better public service delivery; (4) policies and priorities in the education sector; (5) policies and priorities in the health sector; (6) policies and priorities in the agricultural sector; and (7) policies and priorities in the road sector.
The objective of the programme is to improve the quality and efficiency of public spending. The general objectives of SAP II are: (i) create the conditions for sustained and sustainable growth based on a greater contribution from the private sector; and (ii) lead the fight against poverty relentlessly.
The beneficiaries of the programme are: the State of Guinea, public enterprises and ultimately the population.
