This intervention relates to the feasibility studies of the Human Capital Strengthening Support Project (HCSP). This project builds on the achievements of the middle and senior management training program (PFCMS) which was also financed by the Bank and was completed in December 2017. The PARCH is in line with the Government's National Economic and Social Development Program (PNDES) entitled "Equatorial Guinea: Vision 2020" and the orientations of Equatorial Guinea's Country Strategy Paper (CSP) for the 2018-2022 period. The project is also expected to address the paradox of abundant financial resources, weak national capacity and persistent social inequalities.
The objective of the HCSP, which consolidates the achievements of the PFCMS, is to develop the skills required for the diversification and competitiveness of the economy.
The main beneficiaries of this study are the authorities of the regions concerned by the project and indirectly the populations.
