Project General Description

The Coronavirus Pandemic (COVID-19) Control Support Project – PALPC is designed in response to the virus. It will make it possible to urgently support the health response in addition to the actions already supported by the partners at the national level and the regional support in progress with ECOWAS and taking into account Guinea Bissau’s needs in the fight against COVID-19. In addition, the Project will contribute to the capacity building of the High Commission in COVID-19 control as well as that of the Ministry of Health and the Ministry of Decentralisation in order to improve their implementation and regional coordination capacity. The PALPC will be implemented through three (3) components, namely: (i) Support for community ownership and engagement; (ii) Support for health system resilience (iii), and Project management and coordination.

Project Objectives

The main objective of the project is, firstly to reduce the spread of the virus and halt the COVID-19 pandemic and, secondly, to boost the resilience of the health system and vulnerable communities. The project's specific objectives are to (i) strengthen the COVID-19 control and prevention mechanisms; (ii) support the engagement of communities and community-based COVID-19 control activities and (iii) strengthen the capacity and protection of health personnel.

Beneficiaries

The main beneficiary of this support is the Ministry of Health. The target population is that of Guinea Bissau, particularly vulnerable households including those headed by women, the poorest communities and those vulnerable to the COVID-19 pandemic. The number of people affected by the project is the entire Bissau Guinean population, i.e. 1,900,000, of whom 45% live in urban areas.
