This intervention concerns the Support Project for the Institutional Capacity Building of the Justice Sector. It is expected to strengthen the judicial system in Guinea-Bissau and improve access to justice, particularly for women and the poor. The project aims to promote national ownership, stability, rule of law, public security and the reintegration of ex-combatants. The project is articulated around the following components: (i) support for the updating of the needs assessment for institutional and human capacity building of the justice system, and (ii) support for the development and implementation of a national programme for strengthening the institutional and human capacity of the justice system (main structures, auxiliaries to justice, NGOs active in access to justice and local communities); and (iii) coordination and monitoring-evaluation of the project.
PARCI-SJ aims to contribute to the strengthening of institutional and human capacities as well as to the modernisation of the justice sector in Guinea Bissau. Specifically, the project aims to support (i) the updating of the needs assessment for institutional and human capacity building of the justice system, and (ii) the elaboration and implementation of a national programme for the reinforcement of the intentional and human capacities of the justice system including the main structures, the auxiliaries of justice, the NGOs active in the access to justice and the local communities.
The direct beneficiaries targeted by the project are essentially the main structures of the judicial system, the auxiliaries of justice, the NGOs active in access to justice as well as the local communities in the 8 regions of the country including the autonomous sector of Bissau. Within the framework of PARCI-SJ, 4735 people will benefit from training, including 300 civil servants from the justice sector, 35 agents from the access to justice centres (CAJ), 400 members of civil society and 4000 people from local communities.
