Project General Description

This intervention is related to Public Private Partnerships in Transmission Lines. It aims to develop guidelines for the review of private initiative investment proposals (PIIP). The project outcome comprises improved revenue for KETRACO Vis a Vis Government of Kenya and Private Sector Participation in building Kilometers of T-lines in unserved and underserved communities. The project includes the following components: Consultancy Services for the Development of Guidelines for The Review of Privately Initiated Investment Proposals for Transmission Projects.

Project Objectives

The principal objectives of this project are to give the necessary support to the Government of Kenya towards the bankability of transaction(s) in its quest to bring in private participation to transmission lines. The project will hire the services of a Transaction Adviser to help with the review of the Privately Initiated Investment Proposal (PIIP) and to carry out training/sensitization of KETRACO, the PPP unit at the National Treasury, the Regulator and the Ministry of Energy’s relevant staff on the components needed to make the transmission projects bankable as they engage with the Private Sector.

Beneficiaries

The direct beneficiaries to this Technical Assistance are (i) the Government of Kenya through KETRACO, PPP Unit at the National Treasury, the Ministry of Energy and the electricity regulator. (ii) The Private sector, and (iii) Indirectly, unserved and underserved communities in areas planned by KETRACO, especially vulnerable communities where access is poor due to paucity of funds from Government.
