The present intervention is relative to the Humanitarian Emergency Assistance to the 2006 Drought-Affected. It's designed because of the food security crisis occasioned by low rainfall and livestock deaths in the Northern and Eastern Pastoral districts of Kenya. The Emergency assistance should be channelled through the United Nations (UN) World Food Programme (WFP), which has a well established network in the country and has handled the last Bank Group assistance to the country. This assistance should target food distribution to households with insufficient crop production (as a result of insufficient rainfall), as well as those with no livestock or other sources of income (remittances, wage labour, etc) to purchase food and other basic needs; and widows, orphans, female- and elderly-headed households without visible means of support.
The objective of the proposed Bank emergency humanitarian relief assistance is to contribute to the alleviation of the suffering of the drought-affected victims in Kenya. The relief food assistance targets vulnerable individuals and households, including school children, with the primary objective of saving lives and preserving livelihoods, and should be distributed through programming categories such as General Food, Food for Assets, School Feeding and Supplementary Feeding.
The main beneficiaries of this operation are the communities affected by the drought in 2006 (widows, orphans, female- and elderly-headed households without visible means of support) in the northern and eastern pastoral districts of Kenya. The relief food assistance targets vulnerable individuals and households, including school children.
