Project General Description

The proposed operation is an ADF (African Development Fund) Grant of UA 5 million, a TSF (Transition Support Fund) Grant of UA 6.85 million and a TSF Loan of UA 3.15 million to finance the COVID-19 Crisis Response Budget Support Programme (PABRC) for the Union of the Comoros. This is a Crisis Response Budget Support (CRBS) operation aimed at supporting the implementation of the Comoros Government’s multisector COVID-19 Response Plan. The PABRC appraisal took place in June 2020 following the request of the Government of Comoros dated 30 May 2020, soliciting support from the COVID-19 Response Facility (CRF) established by the Bank. Indeed, the first case of COVID-19 was confirmed on 30 April 2020. As of 28 October 2020, the country had a total of 517 positive cases, 494 persons cured and 7 deaths. The multi-dimensional shock caused by the COVID-19 pandemic occurred in an already sombre context for the Comoros, faced with major challenges including recurrent natural disasters (cyclones, floods), food insecurity, energy shortage and weak human capital. PABRC has two components: (i) Support for health resilience and mitigation of the social impacts of the pandemic; and (ii) Support for the resilience of businesses and preservation of jobs.

Project Objectives

The programme’s overall objective is to contribute to the health, social and economic response adopted by the Government of Comoros, to mitigate the impacts of COVID-19. Specifically, the operation will help to (i) continue curbing the spread of COVID-19; (ii) build the resilience of the most vulnerable populations; and (iii) preserve the production machinery.

Beneficiaries

Programme-supported measures are wide-ranging and affect sectors whose performance benefit the entire population. In effect, the health crisis response support operations will primarily target populations threatened by COVID-19. Aspects linked to social protection will strengthen the livelihoods of vulnerable households, while activities related to economic resilience will directly benefit formal and informal sector enterprises, and subsequently individuals and households that depend on jobs offered by these enterprises. Public institutions of the health and social sectors and central-level Government departments tasked with economic and financial management will benefit directly from PABRC support which will accompany them in implementing their respective work plans.
