The Institutional Capacity Building Project (ICBP) is designed for the purpose of institutional capacity building, particularly improvement of public resource management. Indeed, for more than a decade, the Union of the Comoros has experienced political and institutional crises that have considerably weakened its institutional capacity with respect to administration and financial management, data collection, monitoring and analysis. The aim of the project is to build institutional capacity of the Union the Comoros and the three autonomous islands (Grand Comoros, Anjouan and Moheli). The total project cost is estimated at UA 5.26 million, of which UA 3.537 million in foreign exchange and UA 1.722 million in local currency. The PRCI is structured around three (03) components, namely: (i) public finance support; (ii) support to planning and statistics capacity; and (iii) project management.
The development objective of the proposed project is to strengthen the capacity of private sector institutions to provide quality services, with a view to contributing to the achievement of the country’s development goals. The specific project objective is to strengthen institutional capacity in terms of economic and financial management, especially public resource management and monitoring, as well as the design and implementation of poverty reduction policies.
The direct beneficiaries are: the Budget and Finance Control Department, the Treasury and Public Accounting Department, Taxation Department, the Customs Department, Debt Department, Economic and Financial Reforms Unit, the Audit Commission, General Inspectorate of Finance, General Planning Commission, National Statistics Department, and accountants in key ministries as well as directors of administration and finance. About 300 senior staff should directly benefit from the project.
