The Accelerated Growth and Sustainable Development Strategy Support Project (SCADD) is an institutional support project that has been implemented in a context of fragile Comoros characterized by weak institutional capacity. This project provides to finance two technical assistance missions; namely: (i) an assessment of fragility and the preparation of an action plan for implementation of the New Deal (the project’s main support activity), and (ii) support to Government with a view to improving Public Finance Management (PFM) transparency, efficiency and effectiveness. These are relevant and necessary activities in the preparation and implementation of SCADD, and thus to support the Comoros in its gradual exit from the fragility situation. By supporting better consideration of factors of fragility in SCADD and strengthening of PFM, the SCADD support project also sought indirectly to create a favourable framework for achieving the objectives of the 2010-2015 Country Strategy Paper (CSP).
The project’s objective is to contribute to the preparation of the Comoros’s Accelerated Growth and Sustainable Development Strategy (SCADD).
The beneficiary of this project is the Comorian population.
