Project General Description

The project titled “Results-Based Management – Monitoring and Evaluation of Public Health Activities in Liberia” will support the Ministry of Health (MOH) and the National Public Health Institute of Liberia (NPHIL) to address important gaps identified within the health sector, including: (i) insufficient Infection Prevention and Control (IPC) supplies within country; (ii) limited number of staff with requisite training to expand diagnostic capacity; (iii) limited supplies for testing of Integrated Disease Surveillance and Response (IDSR) priority diseases; and (iv) limited funding for consistent monitoring and evaluation activities across the country. This is a grant of UA 1,000,000 (USD 1,380,000.00) from the Transition Support Facility (TSF) Pillar III resources to support the Government of Liberia (GoL) strengthen the health sector’s capacity to prevent, detect and respond to public health emergencies and other events of public health concern to build a resilience health system. The project comprises activities that are envisaged to strengthen the health sector’s capacity to detect, prevent and respond to emerging and re-emerging infectious diseases and other occurrences of public health concern. The project has three (3) components; (i) expand public health surveillance system; strengthen public health diagnostic scheme; (iii) define mechanisms for assessing NPHIL’s performance per its strategic plan. The project is proposed to be implemented for a period of 24 months commencing January 2022 and ending December 2023.

Project Objectives

The overall objective is to strengthen NPHIL’s capacity to rapidly detect, prevent, and respond to public health emergencies and track progress made by previous interventions in order to create a resilient healthcare delivery system in Liberia. The main deliverables/outputs for this project are: (i) an expanded public health surveillance system; (ii) strengthen public health diagnostic system in Liberia; and (iii) a defined mechanism for assessing institutional performance per the strategic plan.

Beneficiaries

The government of Liberia will be the recipient of the grant and the National Public Health Institute of Liberia will be the Executing Agency. The project will be implemented across the 15 counties, with greater focus on counties with border ports of entry. Within NPHIL, the beneficiary Divisions will be the Division of Infectious Disease and Epidemiology (DIDE), the National Reference Laboratory (NRL) and the Division of Planning, Monitoring and Evaluation; each will receive capacity building training and strengthening support that will each receive capacity building training and strengthening support. The project will be coordinated by the project management unit (PMU) newly established at the NPHIL. In addition to benefits for these Divisions, priority will be given to women in the targeted Divisions and entry points for training opportunities.
