1. Overall Objectives ------------------ The project supports the Government's transport objectives to improve the road network to the country's eastern mountainous areas in order to develop their full socio-economic potential as well as ensure their political and administrative integration with the rest of the country. 2. Specific Objectives ------------------- To upgrade the primary road newtork that traverses the difficult terrain of the north-eastern part of the country to bitumen standard to provide safer and less costly communication between Mokhotlong and Oxbow and further to and from the western lowlands of the country including the capital, Maseru.
