This intervention is related to the Public Utilities Sector Reform Programme. It aims to strengthen Lesotho's economic competitiveness and reduce poverty through rehabilitation of basic infrastructure, restructuring and privatization of public bodies. The main components of the Program are: (i) the management and restructuring of the National Electricity Corporation (LEC); (ii) privatization of the LEC; (iii) establishment of a regulatory agency; and (iv) assistance to the privatization unit.
The objective of the Programme is to promote private sector participation in key public utilities in Lesotho to ensure improved efficiency, wider access to basic services and sustainability of the operations of the public utilities.
The beneficiaries of the program are: the Government of Lesotho (Ministry of Finance, Privatization Committee), Lesotho Electricity Corporation (LEC), the Electricity and Telecommunications subsectors, consumers, businesses, the private sector.
