The Transport Sector Program (TSP) is essentially oriented towards the maintenance and improvement of existing infrastructures, in accordance with the priority objectives set by the Government as part of its structural adjustment policy. It complements harmoniously with some of its aspects, the Maintenance and Renovation Program of the Secondary and Tertiary Network (PERST) financed in 1985 by the Bank and the fourth road project of the World Bank in Morocco. The Program covers the three modes of transport (land, air and sea) aimed at upgrading and strengthening the sector. By the diversity of actions that it involves in all sub-sectors (roads, ports, railways and airports), it certainly contributes to improving the capacity of the transport system through the rehabilitation of structures and support for maintenance, management and operation of the various infrastructures. It will run for 42 months.
The program aims to improve the capacity of the transport system to enable it to respond satisfactorily to the requirements of different sectors of the Moroccan economy. Specifically, the program will: (i) facilitate access to agricultural and industrial areas and better conditions of regularity and security for the transport of goods by reducing the main constraints linked to road, port and rail infrastructures; (ii) promote the promotion of Moroccan tourism products by improving the conditions of both reception and treatment at the country's main international airports; (iii) strengthen the road administration's ability to maintain the road network by improving training and staff development conditions; (iv) improve the efficiency of the management of the Cassablanca Airports Authority (OAC) with a view to greater financial autonomy.
The beneficiaries of the program are the ministries in charge of the sector and their attached structures as well as the populations and users of transport services.
