Project General Description

The present intervention focuses on the Transport Sector Reform Program (PAST). It aims to improve the contribution of the transport sector to the national economy by liberalizing the market and improving the competitiveness of this sector. The program consists of the following main components: (i) liberalization of the transport market and ancillary transport activities; (ii) improvement of the regulation of the activities of the transport sector; (iii) upgrading transport institutions; and (iv) strengthening transport safety.

Project Objectives

The objectives of the program are: (i) liberalization of the transport market and ancillary transport activities, (ii) professional, structural and organizational upgrading of the operators of the sector, (iii) establishment of conditions of equity in access to occupations in the sector and to the exercise of the corresponding activities, (iv) establishing a level playing field between operators and between modes, (v) upgrading the international competitiveness of companies in the sector, (vi) improving the efficiency and performance of management and the operation of public sector equipment and services, (vii) development of intermodality and massification of long-distance transport, (viii) improvement of transport safety and security, (viii) adjustment of financing mechanisms for the maintenance of infrastructure in the sector and (ix) adaptation and strengthening of the institutional capacity of the sector administration.


The project should ultimately benefit road users, transport system stakeholders and the entire Moroccan population.
