The present intervention relates to the Structural Adjustment Program of the Water Sector in Morocco. This program responds to Morocco's strategy of reforming its economy with a view to creating the necessary conditions for the harmonious and sustainable development of priority sectors. Drinking water, presents one of these sectors with regard to its role and its availability become over the years a precious commodity requiring a rational and rigorous management because of the repeated droughts and the disorderly use. The reform program should provide the necessary tools to protect this resource and mobilize it optimally and economically to the various economic agents. The expected effects of the program components are: (i) integrated water resources management; (ii) tariff regulation of water uses; (iii) reallocation of investment budgets; (iv) reform and management of agricultural water; (v) use of public-private partnerships; and (vi) control of the impacts of discharges on the environment and especially sanitation.
The objectives of the project are to provide the government with the necessary tools to improve the institutional and organizational environment to promote the water economy, to ensure better mobilization and integrated management of water resources and to allow the Moroccan authorities to have access to the tools they need effective planning and programming of projects in the field of water and sanitation.
The beneficiaries targeted by the project are the population of Morocco, the organizations in charge of water and sanitation management and economic operators, particularly in the agricultural and agro-industrial field where the availability of water and its invoicing at economic prices is a vital element for the viability of their activities.
