Project General Description

The Results-Based Programme for Improving Access to Employment (PARAAE) has been designed in accordance with the new Results-Based Financing (RBF) Instrument Guidelines, and used by the Bank for the first time in Morocco. The operation was prepared in response to a request from the Government of Morocco that has already successfully utilised the same instrument with other development partners. Its implementation will contribute to efficient public spending on employment promotion and skills development by developing performance indicators, with a commitment to achieve tangible results. With its results-based financing approach, this operation aims to improve the living conditions of the Moroccan people and promote social cohesion through employment and skills development. In support of Government's programme, PARAAE has been designed based on three elements: the programme's duration, national priorities, and social categories. PARAAE will be implemented over four fiscal years, from 2018 to end-2021. The Bank's financing stands at USD 96.6 million, or 16.96% of the total cost of the Government programme amounting to USD 569.65 million.

Project Objectives

PARAAE contributes to improving the living conditions of the Moroccan people through inclusive access to employment and skills development. The programme has the following three key scopes of outcome: (I) Facilitate youth and women’s access to employment and improve the quality of employment in the regions with an indicative allocation of USD 53.20 million; (II) Improve human capital for employability and quality of the workforce (USD 43.16 million) ; and (III) Build capacity for programme implementation.

Beneficiaries

The programme will benefit the entire Moroccan population by virtue of its scope, objectives and focus. The following targets would benefit directly: 125 000 job seekers, 50% of them women, beneficiaries of integration contracts; (ii) 2 000 young entrepreneurs assisted in setting up their own businesses; (iii) 7 000 job seekerssupported by regional associations; (iv) 111 000 beneficiaries of skills training; (v) 495 000 vocational training interns who will benefit from improved training quality. The programme targets 60 beneficiaries from capacity-building activities and 40 integration support associations that are being supported. The programme will indirectly benefit private and public companies and employers.
