The medical coverage reform support programme (PARCOUM) is one of the instruments that the Government has proposed for implementing the several reforms, which should help improve the state of health of the Moroccan population. It's part of the national health development plan for the 2000 – 2004 period. The PARCOUM deals specifically with the reform of the sector’s financing by providing medical coverage for nearly 85% of the population, including the low-income group. In this process, the programme takes into account other reforms without which health insurance cannot function as it should, especially those relating to the organisation of health care delivery, governance of the sector and development of human resources. The programme comprises four components, namely: a) improvement of access to finance; b) improvement of the quality of health care and rationalisation of its delivery; c) improvement of sector governance; d) upgrading and mobilisation of human resources.
The medical coverage reform support programme (PARCOUM) aims at improving the state of health of the Moroccan population by increasing access to quality health care.
The program should benefit the entire Moroccan population.
