The Medical Coverage Reform Support Programme (PARCOUM) was designed by the Moroccan Government with the support of its development partners, including the African Development Bank (ADB) Group. The first phase of the programme, covering the 2002-2006 period, helped to strengthen the Basic Medical Coverage (BMC) of the working population of the formal sector. The second phase of the Medical Coverage Support Programme (PARCOUM II) which will be implemented over a two-year period (2009-2010), seeks particularly to consolidate the achievements of PARCOUM I and is in keeping with the Government’s vision, and will contribute to the achievement of its strategic objectives. PARCOUM II is a more ambitious and more exhaustive consolidation of the first phase of the programme. Thus, the reforms previously initiated have to be completed and extended. The programme will support poverty reduction efforts made by the Government under the National Human Development Initiative (INDH). The efforts are aimed at enabling Morocco to achieve the Millennium Development Goals by 2015. The programme will therefore lay emphasis on equitable access to quality health care through medical coverage for poor populations. At the institutional level, PARCOUM II will help to support central and decentralized structures responsible for steering, implementing and monitoring-evaluating the BMC reform, notably the Ministry of Health, the Ministry of the Interior, health care facilities and specialized agencies such as the National Health Insurance Agency (ANAM). PARCOUM II is focused on three components summarized as follows: (i) Extension of BMC including Medical Assistance Scheme for the Economically Underprivileged (RAMED); (ii) Improvement of the provision of health care; (iii) Improvement of the governance of the health sector.
The goal of the programme is to contribute to the improvement of the health status of the population. More specifically, the objective of PARCOUM II is to contribute to the sustainable improvement of conditions of access to quality health services thanks to the extension of basic medical coverage (BMC) to the entire population, in particular the economically disadvantaged populations.
The main beneficiaries of the programme are the underprivileged populations of Morocco (currently estimated at 8.5 million). The programme will also benefit the central institutions concerned (Ministries of the Economy and Finance, Health and the Interior) as well as hospitals and specialized structures such as ANAM, CNSS and CNOPS which are responsible for the management, implementation and monitoring-evaluation of the programme measures. The said structures will be strengthened in terms of regulation and managerial and implementation capacities.
